Google has now made it easier to view and respond to comments in Google Sheets.
To view all comments connected to cells on a specific sheet, click on the down arrow next to the sheet name at the bottom of the spreadsheet and choose, "View comments" from the popup menu.
To view all comments made on all sheets of a spreadsheet in a thread, choose the Comments icon in the upper right.
